Hubby is a Polack and I completely believe that, I could see his relatives doing stuff like that back there. When we went to visit and driving through the streets after bartime, every single bar and nightclub, every single one, had a fight going on in the parking lot. You also had to be careful driving through the countryside at night because the drunks walk down the middle of the street following the middle line home. It's insanity. Now this was 15 years ago but I'm sure it's still the same.

A friend of mine went on a tour to Czechoslovakia a couple years ago. The native tour guide showed up drunk...at 9 in the morning...offering everyone else a drink.
